Untempering steel

I'm making a small bevel gauge out of a piece of bandsaw blade and a small chunk of purpleheart. I'm having a hard time drilling a hole though the steel, even with a new sharp drill on my drill press. Do I need to untemper the steel blade? If so, how do I do this?
