As a result of the cold war between Aldmeri Dominion and the Empire, and the events of TESV, the new Great War starts, in which the Empire loses. The remnants of the imperial elites flee to High Rock and and Hammerfell. The dominion spends a great deal of resources and people fighting petty uprisings and constant guerrilla warfare in Cyrodiil. Meanwhile, TESVI main quest is about a certain hero leading the unification of High Rock and Hammerfell kingdoms into the new Daggerfall Covenant.
