Toddler Peacock Costume. The fabric is craft felt that I purchased by the yard. There are 2 layers of the dark blue felt with peltex interfacing sandwiched in between so it stands up. The “eyes” of the feathers are also felt with pre strung sequins glued around them. Everything was hot glued together.
