For this bulletin board I put pasta in a ziplock baggie with some tempera paint and let the students shake and wiggle the pasta all around (I then touched up any spots that didn't get paint).  I recommend gluing popsicle sticks into a snowflake design and then gluing pasta on top.  Snowflakes were then embellished with glitter and rhinestones.
